NORTHEAST: FEBRUARY 2018
URBAN UPDATE – This month we update the Northeast Quadrant of Tallahassee, which we define geographically as the area within Leon County North of U.S. Highway 90 and East of Meridian Road (extending to the southern terminus of Thomasville Road) outside of the downtown.
The Northeast quadrant of Tallahassee is home to the City’s most affluent population, and as such is experiencing the strongest rate of growth outside of the urban core. Projects found in this update lend to the quadrant’s strength in the medical sector which is where we find the most expensive construction currently underway in Tallahassee at the Tallahassee Memorial Healthcare M.T. Mustian Center for Surgery & ICU Tower (Cover Photo) a project valued at over $250 Million.
Below you will find images of project progress and descriptions of the projects underway with links to the respective project pages for additional information above each listing.
Proposed for a 3.86 acre parcel currently containing a 26,025 SF multi-tenant retail strip center, a 1,674 SF retail store and a 1,600 SF car wash, is the redevelopment of the parcel including the demolition of the car wash facility and retail 1,6740 SF retail store and the development of a 2-story, 30,000 SF office and commercial facility. Space will be available at a minimum of 3,000 SF. The property is zoned General Commercial (C-2).
Under construction on a 1.5 acre vacant parcel is a new 12,100 SF commercial building to be used as a ACE hardware store. This would become the 5th ACE Hardware store in the Tallahassee market. This development is a component of the Bannerman Crossing expansion. The property is zoned Bradfordville Commercial 1 and is located outside the City limits.
Under construction on a 21.93 acre site within the Canopy PUD is the development of a new 300-unit apartment complex and Clubhouse with over 361 parking spaces and garage units. Arbor Properties currently has several developments within Leon County, it’s most recent development wrapping up near Fallschase. The project will be developed in two phases with 180 units completed in 2018, and the balance of the units completed within 3 years. The property is zoned PUD and is located within the City limits.
With the Town Center component now complete, Bannerman Crossing has truly transformed the North East Leon County landscape. The development includes commercial-retail businesses such as Moe’s Southwest Grill, MultiStone, McGowan’s Hops and Grapes, lucky and charmed, Blu Halo restaurant and Bar, Red Eye Coffee, Silver Lining Boutique, Dao’s Restaurant, UPS Store, Painting with a Twist, Mom & Dad’s Italian Restaurant, Capital City Runners, Ponderosa Junction, The Original Wharf Express as well as offices, a new Capital Regional Medical Center branch location and a 100-dwelling unit residential community coming soon. There is also a new common area with a pavilion for events and concerts. If you haven’t been north on Thomasville Road, you should take a special trip to see everything Bannerman Crossings has brought to the City.
Under construction on a 1.42 acre parcel, this project called for the demolition of the former 6,484 SF multi-purpopose office building constructed in 1988, and the construction of a new 2,805 SF self-service car wash and two covered vacuum areas to accommodate 23 vehicles. The property is zoned Commercial Parkway (CP).
Opening soon within an existing 4,824 SF restaurant building originally constructed in 1986 (former Calico Jack’s) is a unique-to-market Bumpa’s Local 349 restaurant from the owner of Gordo’s restaurant offering burgers, seafood, chicken and spirits. It will be a sports bar from the concept presented on the company’s website but no official narrative has been provided. The project site is zoned Commercial Parkway.
Proposed is the construction of a 140,000 SF of medical and professional office complex located within the new Canopy Development. The +/- 11-acre parcel is located at the northeast corner of Fleischmann Road and Welaunee Boulevard at the main entrance to the development in an area identified as “Employment Center”. The proposed buildings are comprised of one and two-story structures located along the perimeter of the parcel with an internal parking field that serves all buildings. 100,000 SF will be devoted to medical office uses with the remainder 40,000 SF as general office /bank space. A stand-alone bank with drive-thru facilities is located at the eastern corner of the proposed development. An internal sidewalk system connects the buildings of the development with the surrounding road network / sidewalk system in Canopy.
Proposed for a 4.06 acre vacant parcel is the development of a 64-unit multi-family assisted living residential building consisting of (32) 1-bedroom and (32) 2-bedroom units. The proposed building will be 4-stories tall and built in conjunction with a 121 vehicular parking lot. A storm-water pond is proposed for .77 acre of the site. The property is zoned Medical Arts Commercial (CM) and is located within the City limits.
Proposed for a .490 acre parcel within the Evening Rose Towncenter is a new 19,993 square foot gymnasium to serve as an ancillary use to the Community Leadership Academy (CLA), which has recently purchased and assumed occupancy of the prior Imagine Charter School. The property is zoned Evening Rose Village Center PUD and is located within the City limits.
Under construction on a 10.85 acre parcel is the construction of two (2) two-story office buildings totaling 43,500 SF. The second phase of this project will add three additional buildings for general office (21,700 SF) and Medical Office (43,500 SF). The project is developed with a total of 235 parking spaces with 23 islands, and stormwater pond fronting Mahan Drive.
Proposed is a two phase medical office development project adjacent to the campus of the Holy Comforter Episcopal School and Church located on a vacant 7.1 acre parcel. Phase One is the construction of a two story, 36,000 square foot medical office and Phase Two is the construction of a one-story 19,800 square foot medical office in conjunction with a parking facility for 160 vehicles. The proposed project is a newly re-zoned area of the 43.91 Holy Comforter Episcopal School parcel. Holy Comforter intends to subdivide (through Limited Partition) a 7.1-acre site that is part of a larger 11-acre area zoned C-2.
Proposed for an assemblage of parcels totaling 8.34 acres partially vacant and containing 2 single family residences is the demolition of the existing units and the construction of a three (3) story 112-unit assisted living facility containing (56) 1-bedroom and (56) 2-bedroom units in connection with a proposed 369 parking facility. The subject parcel is zoned Office Residential 3 and is located within the City limits.
Proposed for a 2.47 acre vacant parcel is the construction of a two-story, 39,000 square foot medical office building for the Tallahassee Orthopedic Clinic. Tallahassee Orthopedic Clinic provides complete orthopedic medical diagnosis, treatment, surgery, rehabilitation, and assistance with orthotics care all in one facility. The property is zoned Office Residential Medium Density and is located within the City Limits.

Proposed for a 6.14 acre parcel this project calls for the construction of a 118 unit 158,457 square foot senior living community consisting of 69 units of 1BR and 2BR independent living, 30 units of 1BR and 2BR assisted living, and 22 units of memory care in connection with a 139 space parking facility. The maximum building height will be 3-stories. The project site is zoned PUD.
Under construction on a 4.8 acre parcel is the expansion of the rehabilitation center with the addition of 27,211 square feet to the existing facility to accommodate 20 additional beds and a state-of-the-art therapy gym. The parking will also be expanded to 113 parking spaces. The property is zoned CM (Medical Arts Commercial) and is located within the Canopy Road Protection Zone.
In progress is a new-to-market Chow Time Grill & buffet restaurant slated for a new structure to be situated on 4.50 acres on the southeast corner of Miccosukee Road and Capital Circle NE. The proposed project involved the demolition of five (5) single family structures for the construction of this 13,200 square foot restaurant with 189 parking spaces and 20 bike spaces. A Hardee’s Restaurant was also developed in conjunction with this proposed development. The property is zoned CP (Commercial Parkway) and OR-3 (Office Residential 3). Construction stalled due to a change of contractors. We are told a new project manager (General Contractor) has been tapped to finish the project which should be complete 2 months after construction on the project resumes.
Proposed for a 12.35 acre parcel within the Metropolitan Corporate Center, this project calls for the construction of a 3-story 75,000 square foot medical facility (medical offices, health care clinics, health care/wellness facilities) with 25,000 Square feet per floor. The development will have interstate frontage and may replace the CHP Urgent Care facility on Centerville Road when completed. The property is zoned PUD Thomasville Road/I-10 Planned Unit Development (PUD) and was purchased by Capital Health Plan in October 2013 for $3.6 Million.
N2 Sweets / Donut Kingdom / Lucky Goat – Capital Plaza
Slated for a space within the Capital Plaza on Thomasville Road is a new Donut Kingdom location for Midtown. This will become a 2nd location for Tallahassee. The new bakery will also serve Tallahassee-based Lucky Goat coffee. Opening date will be announced when it is made available.
Proposed for this 2.73 acre parcel is the demolition of the existing structures and the construction of a new 19,800 SF, 180-room “select service” hotel facility. Redevelopment of Osaka is proposed with this development. Drury Hotels is a 40-year old hotel chain that began in Missouri. The company currently owns and operates 130 hotels in 21 states. There is currently 1 Drury Hotel in Florida (Orlando) and another in the Valdosta, GA area.
Proposed for this 1.420 acre parcel fronting Capital Circle NE, is the redevelopment of the two existing retail buildings which total approximately 22,589 SF. The redevelopment proposes to maintain the retail use in majority of the available square footage but convert approximately 1,500 SF for restaurant with drive thru. The restaurant has been announced as a Jimmy Johns. The project includes site improvements with additional parking and landscaping. The property is zoned Commercial Parkway.
Under construction on a 1.33 acre parcel within the Evening Rose Towncenter, is a new commercial complex consisting of 3 distinct shell spaces totaling 11,500 SF ideal for small shops. The property is zoned PUD, and the project is adjacent to the existing The Egg restaurant. Evening Rose town center is a component of a 36-acre planned traditional neighborhood development with a proposed 145,000 SF of retail, restaurant, and office space. Zoom Tan will be among the first tenants to move into the new plaza.
Fidelity Bank – Capital Circle NE
Atlanta-based Fidelity Bank has come to the Tallahassee market opening its first branch banking and mortgage center at the intersection of Centerville Road and Capital Circle NE within an existing banking center. Address for the new banking center is 2101 Capital Circle NE.
Under construction on a vacant 1.190 acre parcel is the construction of a new 3,000 SF First Florida Credit Union with Drive -Thru. This location will become the Market’s 6th branch. The property is zoned Bannerman Commercial and is located outside of the City limits.
Now complete is a 4th Hardee’s restaurant for Tallahassee located on a vacant 2 acre parcel adjacent to the Tallahassee-Leon Federal Credit Union on Capital Circle NE. The restaurant facility is a 2923 SF structure with 32 parking spaces (4 spaces for bikes).
In progress on a .560 acre parcel is the demolition of the existing structure (former Tomato Land) for the construction of a new 6,000 SF outparcel multi-tenant retail building. A 3,195 SF portion of the new building will house a Hollywood Feed pet supply store. Hollywood Feed offers a wide selection of natural and holistic pet food and products, and supports local rescues through regular pet adoption and community events. Hollywood Feed serves customers in more than 55 stores across the Southeast in Tennessee, Alabama, Arkansas, Mississippi, and Texas. For more information visit www.hollywoodfeed.com. The proposed development also provides additional access point for Miracle Plaza shopping center.
Under construction on three parcels totaling 1.02 acres is the development of a duplex townhome community with a total of 6 units. Each unit within the development contains two bedrooms. The square footage of the proposed units, or of the total permitted development is currently undisclosed. The project is located within Component C of the Lonnbladh Planned United Development and is subject to meeting related development standards. Developers of this project are also actively developing properties within Evening Rose and PineyZ Plantation.
Now complete within a retail bay within the Four Oaks Community Church plaza in Killearn Estates is a second Tallahassee location for the popular Maple Street Biscuit Company franchise. The first Tallahassee-area location opened on the ground level of the Luxe Apartment build on Call Street in 2015 where it instantly became a popular dining location. Maple Street Biscuit Company is a Jacksonville, Florida-based company offering a variety of unique fresh homemade biscuit dishes and breakfast entrees.
Proposed for a 15.25 acre property containing the Market Square shopping center is the total renovation of some of the existing space and the redevelopment of the remainder. Three existing 1-story buildings containing a total of 56,819 SF facing Timberlane Road will remain. 20,292 SF of retail, 16,570 SF of office and an 885 seat movie theater containing 40,580 SF will be constructed facing Interstate 10.
McAlister’s Deli – Carriage Gate
Now open within the Carriage Gate Shopping plaza (just left of the TJMaxx Store) is a brand new McAlister’s Deli. Some may think McAlister’s is new to the Tallahassee market, but the company has actually been operational in the Capital City for some years, having occupied space within the Governor’s Square Mall food court with a limited menu before deciding to expand its operations to a full service restaurant. McAlister’s Deli marks its origins in Oxford, Mississippi (Ole Miss Rebels) and has spread to over 400 locations in 28 states offering unique menu with sandwiches, salads, spuds and “one heck of a glass of sweet tea.”
Proposed is the redevelopment of 2.03 acres at the fork of North Monroe and Thomasville Road. The proposed project would demolish all existing improvements and construct a 5-story mixed-use building containing 33,974 SF of commercial space, a 6,000 SF bar, 36 residential units and a 508 space parking garage. This development is situated in the CU-45 (MMTD, Multi-Modal Transportation District).
Now complete on a 11.010 acre parcel is the construction of a 40,693 SF Senior Living Facility. The proposed facility will be 4-stories and on-site improvements include parking for 86 automobiles, 2 bike racks. On site shuttles will also be provided as a component of this project to off-set parking needs. Hawthorn Retirement Group offers beautiful retirement, personal care, assisted living and memory care communities throughout the continental United States and Canada.
Under construction on a 7.03 acre parcel at the northeast corner of the intersection of Ox Bottom Road and Cold Harbor Drive is the development of a three-story, 176,000 square foot congregate retirement community with 188 beds, and four garage buildings. The property is zoned PUD (Ox Bottom Meadows PUD). Previously RLC Tallahassee.
Thomas County Federal Credit Union
Thomas County Federal Credit Union just completed the renovation of an existing banking center on Kerry Forest Parkway. This new full-service banking center is open Monday through Friday providing the same branch services in Tallahassee that Thomasville, GA residents enjoy. The address to the Full Service Branch and ATM center is 2915-501 Kerry Forest Parkway, Tallahassee, FL 32309. The Credit Union is also looking to expand its Loan Production operations into Savannah, GA. Tallahassee has a loan production office located at 253 Pinewood Drive.
In progress is the expansion of the 1,887,101 Square foot Tallahassee Memorial hospital facility originally constructed in 1959. Design includes a 6-story 348,000 square foot Surgery and Adult ICU facility to be located on the southeast side of the TMH hospital campus. The surgical center will initially have 28 operating rooms. The operating suites will be near the existing Bixler Emergency Center, improving flow for patients requiring immediate surgical intervention. The adult intensive care units will be relocated to this expansion with an initial build out of 72 ICU rooms. The facility will focus on patient centered improvements such as a convenient patient drop-off, improved way-finding, and easy access to the entire campus. No new parking areas will be constructed since the building will make use of parking spaces that are underutilized.
Now complete on the outparcel of Village Commons shopping plaza is the redevelopment of the former Applebee’s restaurant. The project called for the demolition of the existing structure and the construction of a 7,130 SF multi-tenant building. The new building contains three bays, a 2,820 SF Blaze Fast Fire’d Pizza, a 2,400 SF Tiajuana Flats restaurant, and an additional 1,910 SF space.
In progress on a 8.82 acre parcel within the Westminister Oaks Community, is an expansion project which will include a 4-story mid-rise apartment building with 40 units and a 3-story parking structure containing 367 parking spaces for staff, visitors and residents. Total square footage for the project totals 58,516 SF. The project is located within the Westminister Oaks PUD (zoning) and is located outside of the City limits.
